Europe is trying to pump Iran back to negotiations, while the U.S. is considering whether to intervene in the conflict. Israel began attacking Iran last Friday, stating that it hopes to prevent its arch-enemy from developing nuclear weapons. Iran claims that its nuclear program is solely for peaceful purposes and has carried out missile and drone strikes in retaliation against Israel.

The White House said on Thursday that President Trump will decide on the actions of the United States within the next two weeks. According to reports from human rights activist news agencies, Israeli airstrikes have resulted in the deaths of 639 people in Iran, including senior military officials and nuclear scientists. Israel stated that at least 20 Israeli civilians have been killed in missile attacks from Iran. Reuters could not independently verify the death toll from either side. Israel has not only attacked nuclear facilities and missile capabilities but also civilian areas. Western and regional officials state that Israel is trying to undermine the government of Supreme Leader Ayatollah Ali Khamenei. "Is our goal to overthrow the regime? That may be the result, but it ultimately depends on whether the Iranian people can rise up for freedom," said Israeli Prime Minister Benjamin Netanyahu on Thursday.

Iranian Foreign Minister Abbas Araghchi stated that "unless Israel stops its aggression," there is no room for Iran to negotiate with its superpower ally, the United States, which he referred to as a "criminal accomplice." Iran stated that its attack targets were military and defense-related facilities within Israel, but it also hit a hospital and other civilian facilities. Iranian media reported that Israel attacked a hospital inside Iran. Israel accused Iran on Thursday of deliberately using cluster bombs (a type of weapon that scatters smaller bombs over a wide area) to target civilians. The Iranian mission to the United Nations did not immediately respond to a request for comment. Iran's emergency services department stated on Friday that Israeli attacks have damaged five hospitals.

Due to both sides refusing to make concessions, the foreign ministers of the UK, France, and Germany, as well as the EU's foreign policy chief, will meet with Alaghchi in Geneva on Friday in an attempt to ease the conflict.

UK Foreign Secretary David Lammy said: "Now is the time to stop the severe situation in the Middle East, prevent the escalation of regional tensions, and avoid outcomes that benefit no one."

U.S. Secretary of State Marco Rubio met with Rami on Thursday and held talks with the foreign ministers of Australia, France, and Italy.
